Despite having an overwhelming majority in the House, Prime Minister Oli appears to be facing many challenges.

The breakaway faction of the Maoists led by Netra Bikram Chand continues to be active and is gaining ground.

The Trigger happy Police force supported by his Home Minister appear to be a law unto themselves. 

Bills are being introduced without proper scrutiny or adequate preparation for implementation. 

It is now pubic knowledge that there was a written commitment
/understanding between Oli and Dahal that the post of Prime Minister
ship will be shared half way through.  There is as yet no sign of Oli
giving up his post

. Less said the better on “transitional justice”.   Except for the
victims no one else appears to be interested in completing the peace
process!

There were two cases where the Home Minister continues to be adamant
in not letting a proper Probe Commission as is being insisted upon by
the opposition. 

The first is the case of a so-called encounter where the district
chief of Chand’s party Kumar Paudel was killed.  It is said that Paudel
was killed by the trigger-happy Policemen after he was taken into
custody.

The second was the killing of a Terain Saroj Narayan Mahatao again in
Sarlahi.  In this case, Saroj was killed when the Police opened fire on
a group of villagers who were protesting against illegal mining
operations.  The Home Minister maintained that the Police only opened
fire in the air and that it was the dead man’s fault.  Unless the victim
was flying, there was no chance of Mahatao being killed if the Police
had really fired into the air.  If by firing in the air the victim was
killed while on the ground, it speaks volumes of the shooting skill of
the trigger-happy Policemen!

At any rate, in both cases the Home Ministry has not come out clean with the facts,

PM Oli’s Staff does not seem to make proper research and prepare the
ground before introducing bills.  We saw earlier the thoughtless action
of the Government in introducing the Guthi Bill only to be withdrawn
when it was realized that the entire populace of the valley for historic
and cultural reasons were totally opposed to nationalization of
Guthis.   

A month ago, the Government issued a directive requiring agricultural
produce imported from India to be tested for pesticide before bringing
into Nepal.  The idea was laudable and perhaps it was meant to
incentivize local production.  But the Government neither explained the
reason nor did they make sufficient preparations for implementing the
order.  In the absence Lab facilities to test the produce coming from
India, the agricultural produce coming India were allowed to rot. Nepal
imports over 44 percent of vegetables from India.

A month later, these orders of the Government were rescinded and the
Press has given a twist that it had been done because it could not
resist the pressure from India.  The real reason was that the Government
did not have ready infra structural facilities at the border to test
the agricultural produce coming from India for pesticide!

In an earlier paper we had discussed how the Government had earlier
hastily withdrawn the Guthi Bill when Kathmandu witnessed unprecedented
protests the like of which had not been seen since the Jana Andolan
days!

There are many other controversial bills waiting to be introduced and
it is almost certain that the Government will be facing more protests. 
The problem appears to be total absence of a dialogue or informal
consultations between the Government and the People.

Some of controversial bills that are pending to be introduced will include-

  1. The media bill over which protests are building up. (This was discussed in another paper in this site).
  2. The Public Service Commission Bill:  This was registered 6 months ago
    in the PM’s office and is yet to see the light of the day!  This
    empowers the Centre to take over the transfer of staff of Public Service
    Commission. 
  3. The Bill giving sweeping powers to the CDOs over the heads of the
    provincial administration to mobilise all security forces, order Police
    to open fire for controlling violent protests and impose curfews in the
    districts concerned. This is a retrogressive measure going against the
    principles of federalism where the law and order is in the domain of the
    provincial administration.
  4. The Security Council Bill that empowers the Prime Minister to mobilise
    the Army without the endorsement of the Security Council and the
    President!

There are many other reports that are still pending scrutiny. 
The victims of conflict in the ten years of civil war are still awaiting
justice.  The report of the “Eminent Person’s Group” on the question of
the revision of Indo Nepal 1950 Treaty is still in cold storage. There
is no word of the many promises made by Oli on the eve of the elections

Meantime, it has become public knowledge that Oli agreed to hand over
the post of the Prime Minister ship to Dahal half way through.  While
Oli has said nothing about it, his own old colleague Madhav Nepal of
former UML has said in one of the meetings that the agreement should be
honoured.

The former UML Colleagues of PM Oli, particularly Madhav Nepal appear
to be bent upon embarrassing Oli by joining hands with Dahal on many of
the critical issues facing the Government.

The two factions of the Ruling Party- the UML and the Maoist factions
have not really merged and there appears to be many problems at the
ground level.  There is little hope that the problems will be solved
during the convention to be held later in the year.  While the
Government will not fall what is distressing to see is that Oli is not
getting a free hand to run the government.

“African countries, especially those in West Africa, are simply not doing enough” to “ensure that no one is left behind”, declares a new report, unveiling shocking figures that underline extreme inequality and poverty rampant in the region. West Africa is the African region “least committed to the fight against inequality”, says the report titled ‘The West Africa Inequality Crisis’.

And this in a year that marks the fourth year of the implementation of the United Nations’ Sustainable Development Goals (SDGs),
which aim to address global challenges such as poverty, inequality,
climate change and environmental degradation – as envisaged in Goal 1, Goal 10 and Goal13.

2019 also marks the mid-point of the first 10-year implementation plan of the African Union’s Agenda 2063,
which seeks to promote “a prosperous Africa based on inclusive and
sustainable development; and an Africa whose development is
people-driven, relying on the potential of African people, especially
its women and youth, and caring for children”.

The highlights of the report published by Oxfam and Development Finance International (DFI), correspond to the Sustainable Development Goals Report 2019 launched in New York on July 9, the opening day of the UN High-level Political Forum on Sustainable Development,
which is based on the latest available data, and remains the
cornerstone for measuring progress and identifying gaps in the
implementation of all 17 SDGs.

Among
its key findings are increasing inequality and extreme poverty among
and within countries and the rise in global hunger after a prolonged
decline, prompting UN Secretary-General António Guterres to assert: “It
is abundantly clear that a much deeper, faster and more ambitious
response is needed to unleash the social and economic transformation
needed to achieve our 2030 goals.”

The
Oxfam-DFI report reviews the performance of African countries in
realizing the global and regional development goals to which they have
committed themselves. It notes that in 2018, six of the 10 fastest-growing economies in Africa
were in West Africa: Côte d’Ivoire, Senegal, Ghana, Burkina Faso, Benin
and Guinea. Côte d’Ivoire, Ghana and Senegal were among the 10 fastest-growing economies in the world.

“The
region has seen impressive economic growth in the past two decades, and
in a few countries this has been matched by a significant reduction in
poverty levels. However, in most countries the benefits of this
unprecedented economic growth have gone to a tiny few,” finds the
report.

Subsequently,
“inequality has reached extreme levels” in the region: today the
wealthiest 1 percent of West Africans own more than everyone else in the
region taken together. Providing a breakdown, the report says: “In
Nigeria, Africa’s largest economy, the richest man earns about 150,000
times more from his wealth than the poorest 10 percent of Nigerians
spend on average on their basic consumption in a year.”

Pointing
to stark anomalies, the authors of the report calculate that even if
the richest Nigerian man spent at a rate of $1million a day, it would
take 46 years for him to spend all of his wealth.

Also,
the wealth of the five richest Nigerian men combined stands at $29.9
billion – not only more than the country’s entire budget in 2017, but
also far more than the cost of about $24 billion a year required to lift
all Nigerians above the extreme poverty line of $1.90 a day.

The report points out that Nigeria’s blatant inequality is comparable only to that in Brazil, where the richest 5 percent of the population have as much wealth as the remaining 95 percent. The six richest men in Brazil have as much wealth as the poorest 50 percent of the population of about 100 million people.

In West Africa’s second biggest economy Ghana, one of the richest men earns more in a month than one of the poorest women could earn in 1,000 years. In the decade ending in 2016 the country saw 1,000 new U.S. dollar millionaires, but only 60 of these were women. While a few people grew super-rich, nearly one million more, mostly from the Savannah Region of the country, were pushed into the poverty pool, and thousands of those who were already poor sank even deeper, reveals the report.

The
wealthiest 10 percent of Ghanaians now account for 32 percent of the
country’s total consumption. This is more than the consumption of the
bottom 60 percent of the entire population combined. The very poorest 10
percent of Ghanaians consume only 2 percent.

The
report finds that inequality is also rife in the provision of public
services, such as education and healthcare. For example, women from rich
families in Mali are 15 times more likely to have received a secondary
education than those from poor families. In Nigeria, a woman from a poor
family is 26 times more likely never to have been to school compared
with a woman from a rich family.

In
Ghana a girl from a poor family is 14 times more likely never to have
been to school than one from a rich family. An estimated 70 percent of
the poorest girls in Niger have never attended primary school; among
those who have attended, school supplies and materials account for
almost 75 percent of spending on education for the poorest households.

According to the report, Niger is the least educated country in the world,
with the average length of schooling being just 18 months. Only one in
two girls goes to primary school, one in 10 to secondary school and one
in 50 to high school.

While
some governments are doing little or nothing to tackle inequality, and
some through their actions are even making it worse, a few – such as
Senegal – are taking a different route, adds the report. The country has
increased its public spending on health services and education, making
it the 13th highest-spending country in the world in these sectors, proportionally as a percentage of GDP. Senegal also has one of the largest safety net programmes in Africa.

The stunning figures are based on the The Commitment to Reducing Inequality (CRI)
Index, devised by DFI and Oxfam, which has analyzed data from 157
countries around the world, and ranked them according to three major
policy areas that are recognized as being key to tackling inequality.

These
include progressive spending on assets such as schools, hospitals and
social protection, taxing the better-off more than the poorest people,
and paying workers a living wage. For this review, CRI data have been
used to assess the performance of all 15 member countries of the
Economic Community of West African States (ECOWAS), along with
Mauritania.

The
report asserts without beating about the bush: “There is nothing
inevitable about the crisis of inequality that defines the West Africa
region, but without concerted effort by governments the crisis is likely
only to get worse.”

In
short, adds the report, the key is for West African governments to
radically increase their commitment to tackling the issue. “It falls to
national governments and to the Economic Community of West African
States (ECOWAS), and the West African Economic and Monetary Union (UEMOA)
to reverse the trend by prioritizing a regional plan to fundamentally
change the status of West Africa as the African region least committed
to the fight against inequality.”

As the conflict over Huawei persists, allegations and counter-allegations from all sides are flying in different directions.

On 1 December 2018, Huawei’s Chief Financial Officer (CFO) Meng Wanzhou was arrested
in Vancouver, Canada at the request of the United States of America
authorities. She has been accused of helping the company cover up violations
of the US sanctions on Iran by telling financial institutions that a
Huawei subsidiary was a separate company, according to the Canadian
prosecutors. Subsequently, she was granted a $10 million bail but faces a probable extradition to the USA.

The US President Donald Trump effectively banned Huawei by issuing a national security order
on 15 May 2019. If the situation remains similar, then US tech
companies like Google and Facebook are likely to sever their ties with
Huawei, and apps like Google Play Store or Facebook will no more be
available in Huawei phones worldwide.

Meng
Wanzhou is also the daughter of the Chief Executive Officer (CEO) and
founder of Huawei, Ren Zhengfei. The US move to implicate Meng Wanzhou
is widely perceived to be a part of its ongoing trade war with China,
but the US lawmakers see Huawei as a security threat. There have been serious allegations, and aspersions
were cast on Chinese companies including Huawei that hardware hacks
were undertaken — which might or might not have resulted into
compromising cybersecurity.

As happened with some of the recent trade-related decisions taken by the USA (quite a few of them against China), the “national security exception
clause under Article XXI of the General Agreement on Tariffs and Trade
(GATT) comes into play here. In a recent World Trade Organization (WTO) dispute settlement panel ruling,
submitting its views as a third party the USA government emphatically
affirmed that the national security exception is entirely “self-judging”
(by an individual country) and the WTO lacks jurisdiction in
determining that exception. This sums up the combative mood of
Washington at current juncture.

Here it will be prudent to remember what one of the original drafters of the charter of Article XXI (of GATT) had said: “We
have got to have some exceptions (to free trade). We cannot make it too
tight, because we cannot prohibit measures which are needed purely for
security reasons. On the other hand, we cannot make it so broad that,
under the guise of security, countries will put on measures which really
have a commercial purpose.”

Meanwhile, Ren Zhengfei vehemently denied the allegation that his company spies for Chinese Government and said:
“Huawei is not that big. How can a small sesame seed affect a conflict
between the two great powers of US and China? Huawei is just a sesame
seed; it does not play a role.” As the conflict over Huawei persists,
currently allegations and counter-allegations from all the sides
involved are flying in all directions.

Why Huawei?

The
spectacular rise of Chinese telecom equipment companies, including
Huawei and ZTE, in the last ten years or so has been a point of
discussion everywhere. Huawei’s rise stands out as it overtook Nokia and
Ericsson to be the undisputed topper in telecom service provider
equipment revenue share — as can be seen in Figure 1.

Moreover, it has also overtaken Sweden’s Ericsson to be the world’s largest telecom equipment supplier
— in spite of moves by the USA and Australia to restrict official use
of Huawei products. Restrictions on Huawei products is not a new
phenomenon, as the USA banned all domestic carriers from buying
equipment from Huawei and ZTE in 2012 — followed by similar ban by
Australia in 2013 when the country banned Huawei as a supplier in its
$38 billion high-speed national broadband network.

However,
Huawei’s success story does not end here. By the third quarter of 2018,
Huawei became the world’s second-largest smartphone maker behind
Samsung, after overtaking Apple. So, Huawei has a larger role to play in
China’s ambition to become a global tech superpower — irrespective of
its CEO trying to project a “sesame seed” image.

5G rollout: A collateral damage?

The
new 5G technology will come with greater bandwidth, decreased latency
times (the time taken to transfer data between two points), better
energy efficiency (by reducing power consumption of various devices) and
greater network capacity.
Apart from expected improvement in mobile phone technology, 5G will
also transform and catalyse technological advancements like self-driving
cars, virtual/augmented reality, tactile internet (where machines would
be able to touch and feel), smart cities, and internet of things (IoT).

Huawei
is a frontrunner in developing 5G technology and it is supposed to play
a central role in China’s ambition to dominate the rollout of superfast
wireless networks worldwide. Unveiling of the new 5G technology will
radically change the technological demography of the world in the coming
years. And whichever nation captures the larger market share will have
the upper hand in futuristic tech domains such as artificial
intelligence (AI). Therefore, China’s ambition to dominate the tech
field is crucially dependent on Huawei. Future projections on 5G
subscribers share (as depicted in Figure 3) also corroborates that fact.

However,
Huawei’s and China’s plan for such tech dominance can be seriously
jolted by the effective export ban imposed on the company by the USA.
Huawei’s phone production and subsequently world market share will be
adversely affected by withdrawal of tech support for services of Google
and Android.
Apart from the potential temporary loss in its smartphone market, more
serious implication will be in 5G rollout elsewhere in the world. Huawei
is heavily dependent on semi-conductor microchips produced by some of
the advanced countries, including the USA and the UK. Therefore,
effective export ban will affect the company’s production of various
devices and equipment, which will delay 5G rollout in several countries
across the world.

Figure
4 demonstrates the current situation in Europe regarding various
governments’ position on Huawei. Spain, Slovakia and Hungary are
currently seeing no threat in dealing with Huawei, but three largest
European economies of Germany, UK and France are in the mood to block
Huawei operations to a large extent. Opinions about Huawei are divided
and the governments are undecided about the future of the company in
countries like the Netherlands, Italy, Austria, Poland, Latvia and
Lithuania. Final tilt of these countries will largely decide the fate of
Huawei in the European continent. Needless to say, possible adverse
final positions taken by these governments will hit the beleaguered
company’s balance sheet further. Timeline of 5G rollout in these
countries will also, no doubt, get jeopardised in the process.

More
than Europe, the disruption in global supply chain induced by the US
ban on Huawei will be felt in the continents of Africa and Latin
America. China is Africa’s biggest lender and trade partner, and Huawei
is the dominant company in the continent’s telecom market. It has
constructed most of Africa’s telecom infrastructure,
and is poised to play a crucial role in 5G rollout in the continent.
Most of the continent’s manufacturing industries are expected to be
curated by AI-driven technologies in the future. Production disruption
at Huawei and subsequent delay in 5G rollout can potentially diminish
the prospects of this industrialisation across the African continent.
So, African countries may get adversely affected by a potential
widespread Huawei ban.

Similar
situations prevail in different countries in Latin America, where Huawei
enjoys substantial market shares in countries along the western belt of
the continent including Venezuela, Columbia, Peru and Chile. Though the
continent’s biggest economies — Brazil, Mexico and Argentina — appear
to be moving towards a pro-Huawei stance, serious disruptions in global
supply chain of Huawei will hinder 5G rollout in these countries as
well.

In a recent media interaction, Ren Zhengfei said:
“We didn’t expect US would so resolutely attack Huawei. We didn’t
expect US would hit our supply chain in such a wide way — not only
blocking the component supplies, but also our participation in
international organisations.” The CEO for the first time admitted that
US sanctions may curtail its revenue by around $30 billion in the next
two years, thereby wiping out the network giant’s growth and making its
revenue stagnant at around $100 billion in these two years. Though the
company reportedly has built an emergency component buffer stock in last
few months by frantically buying from international market, its
dominance in global telecom market is going to be seriously challenged
if major economies of the world stop doing business with it. In the long
run, it may even threaten its survival.

During recent G20 Summit, President Trump softened
his stance on Huawei and allowed US companies to sell again to the
Chinese firms, which were put on the entity list of his administration’s
earlier national security order. Clearly, he used Huawei as a
bargaining chip in the trade negotiation with China. However, hardliners
in Washington are miffed with his latest move and may push to use other
measures to block Huawei. Meanwhile, China has maintained a cautious silence on the issue and played down prospects of progress in trade talks.

In
the coming days, the Huawei saga will be an interesting and important
subplot to watch out for while the main plot, ongoing trade war between
the USA and China, is likely to deepen.
