Но врач все-таки сделала то, что давно хотела сделать, и начала записывать видео, где дает женщинам профессиональные советы о сексе, предохранении и гинекологических проблемах. Судя по тому, что ее откровенный блог быстро набирает популярность в соцсетях, доступной информации на эти темы женщинам в Кыргызстане по-прежнему не хватает. 

“Даже несмотря на то, что у абсолютного большинства девушек есть телефон, инстаграм, большинство не знают про контрапцепцию, – говорит Чинара Дуйшенова. – А многие не используют, потому что: 1) лень, 2) думают: авось, пронесет, 3) просто не знают, как”. 

Врач говорит, что видеосоветы на интимные темы – сейчас самые популярные среди всех ее постов. Многие читательницы пишут, что так откровенно на тему женского здоровья и контрацепции в Кыргызстане с ними никто никогда не говорил. 

Дуйшенова отмечает, что запрет обсуждения секса приводит ко множеству проблем. Например к тому, что в Кыргызстане растет количество абортов. Причем иногда их делают те, кто давно состоит в отношениях и решил жениться – просто потому, что во многих регионах местные нравы не допускают близость и беременность до брака.

“Девушка приходит ко мне и говорит: “Как я с животом выйду замуж? Что скажет родня?” – рассказывает врач. – Очень редко есть такие, кто оставляет такого ребенка. Я этого не понимаю. Как это вообще возможно: сейчас ребенка уберем, а после свадьбы родим?”

Чинара свою популярность объясняет просто: говорит надо заниматься тем, что нравится: 

“У меня есть родные, у меня есть работа, которую я люблю и я скучаю по ней, когда отдыхаю, есть любимый человек”, – говорит она. И намерена продолжать помогать женщинам в Кыргызстане.

The appointment of Christine
Lagarde as president of the ECB has been greeted with euphoria by
financial markets. That reaction in itself should be a warning signal.
When risky assets soar in the middle of a huge bubble due to a central
bank appointment, the supervising entity should be concerned.

Lagarde is a lawyer, not an economist, and a great professional, but
the market probably interprets correctly that the European Central Bank
will become even more dovish. Lagarde, for example, is a strong advocate
of negative rates.

Lagarde and Vice President De Guindos have warned of the need to
carry out measures to avoid a possible financial crisis, proposing
different mechanisms to mitigate the shocks created by excess risk. Both
are right, but that search for mechanisms to work as shock buffers runs
the risk of being sterile when it is the monetary policy that
encourages excess. When the central bank solves a financial crisis by
absorbing the excess risk that the market once took it does not reduce
it, it only disguises it. 

Supervisors ignore the effect of risk accumulation because they
perceive it as necessary collateral damage to the recovery. Risk
accumulates precisely because it is encouraged.

Draghi said that monetary policy is not the correct instrument to
deal with financial imbalances and macroprudential tools should be used.
However, it is the monetary policy which is causing those imbalances
when an extraordinary, conditional, and limited measure becomes an
eternal and unconditional one.

When monetary policy disguises and encourages risk, macroprudential
measures are simply ineffective. There is no macroprudential measure
that mitigates the risk created by negative rates and almost three
trillion of asset purchases. More than half of European debt has
negative returns and the ECB must maintain the repurchase of maturities,
injections of liquidity, and even announce a new program of
quantitative easing in the face of the lack of sufficient demand in the
secondary market for those negative yielding bonds. That is a bubble.

Risk builds up slowly and happens instantaneously. That is what the
central planner does not seem to want to understand and the reason why
stress tests and macroprudential measures fail in the midst of monetary
stimuli. Because they start from a fallacious base: Ceteris paribus and that the already accumulated imbalances are manageable.

When most eurozone countries finance themselves at negative rates for
up to seven to ten years, there is no reason to maintain current rates
and stimuli.

The central planner can say that bond yields are low due to market
demand, but when the Central Bank supplants the market by injecting,
repurchasing maturities, and announcing more monetary stimuli, the
placebo effect in the real economy is imperceptible and the risk in
financial assets is huge. The huge injection of the money supply goes to
other risk assets in search of a diminishing yield.

The eurozone has been in stagnation for several months, with many
leading indicators worsening, and it is not due to lack of stimulus, but
due to excess.

  1. 64% of the sovereign debt of the eurozone hs negative yields.
    Five trillion euros. Completely unjustified looking at solvency,
    liquidity, or growth ratios.
  2. Junk bonds are at the lowest yield
    in thirty years, while the rating agencies warn that the solvency and
    liquidity ratios have not improved. The BIS warned of the increase of
    zombie companies, eternally refinanced at low rates despite not being
    able to cover their interest expenses with operating profit. Meanwhile,
    companies on the verge of bankruptcy are financed at rates of 3.5-4%.
  3. The
    multiples paid for infrastructure assets have soared in little more
    than half a decade and now no one is surprised to see 19 times EBITDA
    paid for assets driven by low rates and cheap debt.
  4. Excess liquidity reached 1.2 trillion euros. It has multiplied sevenfold since the launch of the repurchase program.
  5. The
    debt of non-financial companies in the eurozone remains above 78% of
    GDP, according to Standard and Poor’s, above the cycle maximum of the
    fourth quarter of 2008.

Many say that nothing has happened
yet, although it is more than debatable, according to bankruptcies of
financial entities and increase of zombie companies. However, the fact
that there has not been a massive financial crisis yet does not mean
that the bubble is not being inflated. And when that bubble is in
several assets at once, there are no macroprudential measures to cover
the risk.

The problem of central planners is one of diagnosis. They think that
if credit does not grow as much as they think it should grow and
investment and growth are not what they estimated, it is because more
stimulus is needed. Many ignore the effect of overcapacity, excess debt
and demographics while carrying out the greatest transfer of wealth from
savers and the productive economy to the indebted.

Calls for prudence and risk analysis measures would be much more
effective if misallocation of capital was not encouraged by the policy
itself. We must be aware that lower rates and more liquidity will not
improve the economy, but they may generate a dangerous boomerang effect on risk assets.

Lagarde faces two difficult options. On one side, continue with
negative rates and liquidity injections which perpetuate overcapacity,
make governments avoid structural reforms, and stagnate the economy. On
the other side, normalizing monetary policy would show the artificially
low yields of sovereign debt as unsustainable.  She needs to face
reality. The eurozone does not need more monetary stimulus or government
spending, it needs less interventionism.

The buyer-turned-seller of a storied Nathan’s Famous made a pretty penny in the trade-off to the city’s School Construction Authority, according to city records.

The nearly 20,000-square-foot property at 650 86th St. — on the border of Bay Ridge and Dyker Heights — had been an outpost of the fast food giant for more than four decades. It was sold in October 2018 to “660 86 LLC,” which sources at the time said pointed to Efthimios Zisimopoulos, a.k.a. Tim Ziss, of Allied Properties.

An Agreement of Sale confirms Ziss’ affiliation, and a new deed for the property, dated June 25, shows that — while he paid approximately $12.25 million for the property — the SCA dished out about double.

The agency, which is responsible for the acquisition, design and construction of public schools in New York City, paid $25 million for the site, according to the deed.

Earlier this year, it was announced that the corner plot would become a nearly 600-seat middle school in one of the city’s most notoriously overcrowded school districts. District 20 – which encompasses Bay Ridge, Dyker Heights and portions of Sunset Park and Borough Park – has a shortfall of nearly 11,000 seats, SCA reps said at a contentious public hearing on the site in March.

While residents argued the site’s location (citing pedestrian safety, congestion and parking, among other issues), SCA spokesperson Tamar Smith stressed the urgent need for more schools in the area. (Smith did not immediately respond to requests for comment Friday.)

Still, some have wondered whether the hefty price-tag comes at an even higher cost for the city.

“The property isn’t worth more than $12 million, so paying more than double seems completely insane and an unbelievable waste of precious taxpayer money,” someone keeping tabs on Brooklyn real estate, and who wished to remain anonymous, told the Brooklyn Eagle. “How can this even happen?”

According to city records, while the Nathan’s site is among the most expensive of the SCA’s latest acquisitions, it has handed over as much as $75 million in the past for a Manhattan site on Spruce Street. Earlier this year, it paid $20 million for a large site in Staten Island, and another $17.5 million for the school it plans to build on just part of the massive Angel Guardian Home plot in Dyker Heights.

But, not all buys break the bank. The former site of St. Rosalia Church, also in Dyker Heights — cost the SCA just under $10 million in February. One month before, the SCA purchased a property in Sunset Park for just $1.25 million.

Looking at size and scope, the old St. Rosalia Church is slated to become a 350-seat primary school, while the Nathan’s site will serve close to double the students. Meanwhile, the Spruce Street site is now home to P.S. 397, a pre-K-8 school of the same enrollment size (just under 600) that makes the newest District 20 site feel like a steal.

Councilmember Justin Brannan, who represents Bay Ridge, Dyker Heights and parts of Bensonhurst, stood by the deal — and the need for more sites.

“I’m not sure how anyone could suggest building a new school in one of the most overcrowded districts in the entire city is a waste of taxpayer money. That’s just insane,” he told the Eagle. “We must continue to do whatever we can to improve education for all of our children. Failure to improve our schools is simply not an option.”

A phone call to a number associated with Allied Properties was not immediately returned. (Its answering machine thanked the Eagle for contacting “Axiom Management.”) The Department of Education also did not respond to requests for comment.

A message was also left at the office of Community Education Council 20.

In a conversation with Brooklyn Law School (BLS), former Brooklyn Bar Association President Aimee Richter and two other bar association leaders talked about the importance of bar associations for attorneys who are trying to develop their careers.

Richter was joined by Marie-Eleana First, president of the Queens County Bar Association, and Elena Karabatos, president of the Nassau County Bar Association, in a discussion about the importance of face-to-face conversations in creating a professional network.

“As a 25-year-old, right out of law school, I joined the Brooklyn Bar Association and, ever since, it has helped me develop my professional relationships,” Richter said. “It offers so many opportunities to meet leaders of the Brooklyn legal community. Looking back, the people I met through the bar association — when I was just starting out in my career — are now my friends, many of whom have gone on to become judges and politicians.”

Queens Bar Association President Marie-Eleana First explained that students should take advantage of free membership in local bar associations.

Richter, a BLS graduate, is a partner in the firm Lee Anav Chung White Kim Ruger and Richter LLP, and is co-chair of the firm’s matrimonial and family law practice group. She is a member of the Committee of Character and Fitness for the Second, 10th and 13th Judicial Districts, and is special master to mediate matrimonial and family law appeals in the Appellate Division, First Department.

Richter said that it has been a challenge to make the case to younger attorneys who use social media such as LinkedIn to network that bar associations offer potentially greater value.

“I sit on the Character and Fitness Committee for the Second Department, and when I am doing interviews with the students, I stress the importance and value of joining,” Richter said. “There are lots of benefits for new lawyers like free continuing legal education, networking and mentoring.”

First pointed out that bar association membership is free for law school students and that they should join as soon as they can to get a start on building a professional network.

“We started a student ambassadorship program, in which we have two student representatives from each law school act as liaisons between the law school and the bar association,” First said. “Our student ambassadors share information about our bar to the law students and also help our bar to coordinate its networking events, panels and mentorship program.

“In this way, lawyers and law students can better engage with each other, fostering goodwill and deeper connections. We also have writing opportunities for students, including contests that recognize articles and law notes.”

Richter also pointed out that bar association membership is a good way for law school students and attorneys to make a difference in their communities.

“We have a volunteer lawyer network and a referral system to get representation where it is needed,” she said. “We have been setting up many foreclosure clinics. We responded with legal help after Hurricane Sandy in New York and Hurricane Maria in Puerto Rico.

“Recently, we have been working to protect children and families from being separated,” Richter continued. “We also have our Foundation Law Programs for the Public Committee, which provides legal information and help with many issues, such as housing rights, foreclosure, divorce and immigration. Younger lawyers today are more interested in social justice issues and being a part of the bar association gives them a way to galvanize and work with a larger group of lawyers committed to those same causes.”
