The 22nd anniversary of Hong Kong’s retrocession to China dawned Monday with gray skies, clashes between protesters and riot police, and news of another tragic death.

Local media reported late Sunday that a 29-year-old woman had fallen to her death from the retail podium of the International Finance Centre, after leaving a Facebook post saying that she would not be attending a massive anti-government march planned for today but encouraging Hongkongers to ga yau. Literally meaning “add oil,” in the sense of injecting fuel into a tank, the Cantonese phrase is a common exhortation among protesters.

Her death follows that of a 21-year-old student, who fell from a building yesterday after leaving a note calling for the resignation of the semi-autonomous enclave’s embattled top official, Chief Executive Carrie Lam, and a 35-year-old man who died on June 15 after unfurling a protest banner on the side of a shopping mall. Memorials for all three are planned today.

The deteriorating security situation meanwhile forced a humiliating scaling down of a flag-raising ceremony meant to be a focus of national pride. Some 5,000 police, including armed marine police, were deployed to put on lockdown the area around the waterfront Hong Kong Convention and Exhibition Centre, where VIPs were gathered to watch on closed-circuit television the ceremony taking place outside.

Lam looked uncomfortable and, during the toast, drank only a sip from her glass before passing it to an attendant. Democratic legislator Helena Wong heckled her speech and was evicted from the ceremony.

The government said the indoor location was to spare guests from having to stand in the drizzle, but there could only have been relief that dignitaries were shielded from the noisy unrest occurring less than a kilometer away. Street clashes began in the early morning. Black-clad protesters attempted to march on the Convention Centre but were repelled by police. They also occupied Harcourt Road and Lung Wo Road—major thoroughfares in the political heart of the city—where police responded with pepper spray and batons. Nearby subway stations were shuttered.

The disturbances come ahead of a massive march this afternoon. The march is ostensibly to call for the withdrawal of a proposed law that would allow, for the first time, extradition to mainland China. (The government says the law is necessary to prevent Hong Kong from becoming a haven for criminals; detractors say Beijing will use it to order the arrest of dissidents and critics.) However, opposition to the bill has since snowballed into a broad push for greater democracy and a repudiation of China itself.

The furore over the bill has also laid bare political faultlines in the former British colony. Monday’s clashes come in the wake of an angry rally Sunday that saw pro-government mobs abuse and assault journalists and foreigners. Scuffles and tense standoffs also took place with democracy protesters in the area around the legislature and central government offices.

The unilateral cease fire ordered by the Army ends Sunday and there is as yet no sign whether the ceasefire will be further extended by the Army. 

For the first time, there were fewer incidents of fighting between
Tatmadaw and the Arakan Army in June.  However an incident near Sittwe
port and the destruction of construction materials of an Indian project
for  Kaladan Bridge should be of concern to India. 

The Chinese are now back in their attempts to revive the Myitsone dam but the local leaders do not seem to be convinced! 

It is now learnt that Sheikh Hasina in her visit to China in the
first week of July is likely to press China to intervene and persuade
Myanmar to start taking back Rohingya refugees.

Will the Unilateral Ceasefire be Extended by the Myanmar Army?

The unilateral ceasefire ordered by the Tatmadaw (except in Western
Command in Rakhine State) ends today.  The first cease fire was from
December 21, 2018 to April 30 2019 and the second one extended at the
behest of China was between April 30, 2019 to June 30 2019.  There is no
information as yet whether the Chinese would move again for another
extension as they should as most of the conflict areas are on the
Chinese border.

An indication that the Army would not like to extend the cease fire
was given by Maj. Gen. Soe Naing Oo Chairman of the Tatmadaw True (?)
information team.  He said that it is questionable whether the ethnic
groups in the five command areas where the Army has announced ceasefire
really want to make peace.”  He added that the reason for the cease fire
was for coordinating and negotiating with the ethnic armed groups that
have yet to sign the cease fire. In this, both sides were responsible as
the Government team led by NRPC were not active enough to pursue their
objectives, while the ethnic groups wanted to pursue a different agenda.

Meanwhile fighting has already erupted in the declared cease fire area on 21st
June when the insurgents belonging to the TNLA of Northern Alliance
clashed with the Tatmadaw in the villages near Kutkai City.  A large
number of people have already fled the villages and reached the city.

It looked that the Tatmadaw in declaring ceasefire was more intent on
crushing the Arakan Army in the Western Command area utilizing the
additional forces released during ceasefire.  But this has not
happened.   Though the number of incidents had come down, there are no
signs of fighting abating in Rakhine area in the near future. People’s
support to the Arakan Army has increased as a result of Army’s excesses
towards the civilians in the area!

Though the Tatmadaw has disowned it, internet facilities in both
Rakhine and Chin states have been closed by the civilian authorities. 
The civilian authorities do not stop such facilities at their own will
and it is said that the Army does want the public to know the nature and
the extent of fighting and ensuing casualties.  Some criminal cases
have also been taken up in the court and journalists who have provided
details of fighting in the Rakhine are being threatened with arrests and
prosecution!

  There was a case of alleged torching of building materials meant
for the Kaladan river bridge as part of the Indian project by the Arakan
Army.  A Naval tug boat was fired upon with rockets in Sittwe Port thus
bringing the fighting uncomfortably close to the Indian projects!

Efforts to Revive Myitsone Project:

Another major attempt was made by China to revive the Myitsone
project.  A Group of Chinese experts backed by China’s State Power
Investment Corporation (SPIC) visited the Parliament in Kachin State and
tried to convince the members that they need not worry that the dam
would collapse in the event of an earthquake and that there is no reason
either to worry about the destruction of region’s bio diversity or
other potential environmental impacts due to the mega dam project.  They
took the services of a French Seismologist in the group to explain to
the Parliamentarians that the earth quake fault is inactive.  The
experts said that the dam will be built on a very strong foundation that
will not collapse and would also take care not to harm the bio
diversity of the area.

The site is less than 100 Kms from the major Sagaing Fault and many
experts have said that if an earthquake occurs there will be severe
structural and ecological implications.

Environmentalists have also warned that the dam site has some of the
highest levels of bio diversity in the world.  Many of the cultural
relics of the Kachins will also get submerged.

The team tried to convince that the dam is of benefit to the local
people when it is known that 90 percent of the power produced will go to
Yunnan in China! Besides how can the bio diversity be preserved when
the whole area will be submerged under water permanently!

At any rate, the Kachin Parliamentarians do not seem to have been convinced.

Bangladesh wants China to Intervene in Rohingya Issue:

Prime Minister Shiekh Hasina is due to visit China to attend the
annual meeting of the World Economic Forum at Dalian China in the first
week of July.  She will be in Beijing on July 4th and 5th
and will be meeting the Chinese President and the Prime Minister. 
Hasina is expected to brief the Chinese leaders of the Rohingya problem
and request China to prod Myanmar to take back 740,000 refugees staying
in camps in Bangladesh since 2017.   Though Bangladesh and Myanmar had
signed a repatriation deal in 2017, not a single refugee has gone back
so far.

The Foreign Minister of Bangladesh told the Parliament earlier that
if they cannot send the refugees back, the country’s security and
stability will be hampered.

The Foreign Minister of Bangladesh Abdul Momeen had also sought
China’s help to take back the refugees- at least those who are on the
verified list. 

With the disturbed conditions in Rakhine State in the fighting
between the Myanmar Army and the Arakan Army, Myanmar has an additional
excuse in not taking back any of the Rohingya refugees for the present!

Nitin Gadkari, Minister dealing with River waters, said on May 9,
2019 that India will stop Pakistan’s share of water allocated under the
Indus Water Treaty. He also mentioned that “India is not bound to follow
the Treaty and had plans to divert the water flow to Punjab, Haryana
and Rajasthan.  This statement was perhaps made during the election
campaign more for the domestic audience.

Gadkari raised a bigger question- “What is the point of continuing
the Indus Water Treaty if the spirit of mutual love, harmony and cordial
relations is not honoured by the neighbouring country? Later he
specifically named Pakistan when he said “Why continue the Water Treaty
if Pakistan does not honour its spirit?

He is right in a sense that such agreements that deal with the
livelihood of the people it should be implemented both in letter and
spirit. Yet Pakistan has been indulging in opposing the Indian projects
with minor technical objections  and has not understood or cared for the
 spirit of the treaty.

Soon after Gadkari’s statement, Pakistan called on the World Bank to
set up a court of arbitration under the Indus Water Treaty alleging
India’s plans to divert the flow of Indus water that legitimately
belongs to it under the treaty.  The Pakistani media was not far behind
in accusing India of diverting Indus Waters of Pakistan to India!

This speech of Gadkari was made soon after the attack in Pulwana on February 14, when the whole nation was enraged.

So far, Pakistan has not been able to prove that India has violated any of the provisions of the Indus Water Treaty.

In the latest report of ZharBiz Micron World of 13th May,
it is categorically stated that when India built hydroelectric projects
in the tributaries it did not technically violate the Indus Water
Treaty.

The irony is that India has not built enough infrastructure to
utilize fully even the three eastern rivers allotted to it under the
Indus Treaty and a large quantity of water meant (see my previous
papers) for use has been  allowed to go to Pakistan unutilized!

Diverting the waters of western waters meant for Pakistan under the
Indus Treaty even when the eastern river waters are not being fully
utilized is therefore not in the realm of possibility in the near
future. 

Water scarcity according to Pakistan’s own researchers is a real
problem but its seriousness and its magnitude is still to be felt inside
Pakistan.

92 percent of Pakistan is classified as semi-arid to arid and a
majority of Pakistanis are dependent on surface and ground water from a
single source- the Indus River basin.   Water from Indus supports 90
percent of the agricultural sector.  A 2017 report of Pakistan Council
of Research in Water Resources says that Pakistan would run out of water
by 2025.   It is a little bit exaggerated and perhaps meant as a wakeup
call to the authorities. A UNDP report of 7th Feb. 2017 has
pointed out that Pakistan authorities are “negligent” about the
impending water crisis that is posing a serious threat to country’s
stability!

The ZharBiz report also mentions  of diversion of Indus water by
upstream communities in Pakistan with ties to Government thus inflaming
sectarian loyalties and stoking unrest in the lower downstream region of
Sindh.  A New York Times report on water scarcity in Pakistan has
indicated that the Indus has shriveled up at its entry into Ocean  near
the port of Karachi!

Michael Kugelman of Woodrow Wilson Centre has also pointed out that
“Simply blaming previous governments or blaming India” for the water
crisis will not solve anything.

The Express Tribune of Pakistan quoting sources, has recently said
that Pakistan reached the “stress” level by 1991, scarcity level by 2005
and by 2040 will be the “most water stressed” country in the World!

The Wapda in June 2018 informed the Senate that Pakistan’s ability to store water is decreasing while consumption is increasing.

While no storage dam was constructed besides the Mangla in 1967 and
Tarbela in 1976, only this end June, aground breaking ceremony after
many cost over runs took place for the Mohmand Dam.  While Prime
Minister Imran Khan inaugurated the ceremony, other surprising attendees
were the Army Chief Bajwa and retired Chief Justice Saqib Nisar.

Those in Pakistan who have continued with India bashing despite its
own mismanagement of water resources should first see their own Supreme
Court Judgment 57 of 2016 delivered in 2018 that gives a detailed
account of the crisis Pakistan is facing and had suggested some remedial
measures. Instead using India as a punch bag for its water crisis,
Pakistan should look inwards to see what it can do, for an even,
equitable and sustainable distribution of water within itself.

In the judgement there is a telling  quotation from W.H. Auden that says:

Thousands have lived without love, not one without water!”.

Is this picture the future of Beijing’s military? 

A Chinese shipyard has begun assembling the People’s Liberation Army Navy’s first big-deck amphibious assault ship, or “LHD” in U.S. Navy parlance.

The incomplete hull of the first Type 075 LHD apparently is visible in June 2019 commercial satellite images of the Hudong–Zhonghua shipyard in Shanghai.

LHDs, which combine the functions of helicopter carriers and transport docks, can deploy landing craft, hovercraft, helicopters and vertical-launching fighters while also transporting hundreds of soldiers or marines.

The U.S. Navy possesses nine Wasp- and America-class LHDs and is building several more. In U.S. service, LHDs not only form the core of amphibious groups, they also can embark large numbers of AV-8B or F-35B jump jets in order to double as light aircraft carriers.

China lacks a jump jet, so the country for now doesn’t have the option of deploying LHDs as carriers. But LHDs in Chinese service could help the PLAN assert Beijing’s claims to disputed China Seas territories as well as join smaller Type 071 assault ships in any Chinese assault on Taiwan.

“A landing helicopter dock-type amphibious assault ship has long been predicted for the PLA Navy in the years after the 071 landing platform/dock emerged,” Rick Joe wrote at The Diplomat in late 2018. “One export model LHD has been showcased, displacing about 20,000 tons, but the PLA Navy’s future LHD will likely be substantially larger.”

The designation of the LHD is 075; however, in earlier years it has been incorrectly named as 081 in a number of publications. The 075 is thought to have a full displacement less than 40,000 tons, perhaps around 36,000 to 38,000 tons. Such a displacement would be smaller than the America or Wasp classes in service with the U.S. Navy, but would still be the largest non-U.S. LHD or LHA by a significant margin.

Currently it is thought that three 075s have been ordered by the PLA Navy, with initial work on the first two having commenced within the last year or more. The class is to be built at Hudong Zhonghua shipyard, the same facility that built all of the PLA Navy’s 071 LPDs.
