With the Islamic State’s physical caliphate destroyed, the next challenge for many countries is what to do with hundreds of children of IS militants stranded in Kurdish-held refugee camps of northeastern Syria. Those born to IS foreign fighters and Syrian mothers face the most uncertain future of all, according to local rights activists and experts. 

The U.S.-backed Syrian Democratic Forces (SDF) announced the final victory over IS in March after weeks of clashes in the eastern Syrian town of Baghuz. 

The operation brought many thousands of people to a makeshift refugee camp called al-Hol, consisting of fleeing civilians, arrested IS fighters and their family members. 

The camp managers are holding 10,000 women and children with ties to IS foreign fighters in a separate area of the camp, with children under 12 accounting for about 65% of this group, according to the International Committee for the Red Cross.

Hannah Grigg, a researcher at the Syria Justice and Accountability Center, told VOA those in the group who are born to IS foreign fighters and Syrian mothers could end up stateless as it remains uncertain which parent’s nationality each can obtain.

“That is a huge challenge going forward for these children added to the social stigma because they are associated with IS,” Grigg said. 

She noted that many of these children do not have strong claims to citizenship in their patriarchs’ home countries. Similarly, Syrian nationality laws do not allow citizenship claims based on mother’s nationality. 

Even if the Syrian state amends its rules to grant them citizenship, Grigg argued, many of the children are carrying their fathers’ physical features, making them stand out as foreigners with little hope of making their way into the society. 

Grass-roots campaigns 

Many activists in Syria are organizing initiatives to face this problem among many other issues left behind by IS. 

One of the campaigns — “Who is Your Husband?” — is trying to help reintegrate the Syrian women and children born to IS foreign fighters to the society by helping educate communities. 

The group, based in the northwestern governorate of Idlib, has documented more than 1,700 women married to foreign fighters, who joined IS or al-Qaida-aligned militants. It vows to continue its efforts, despite threats from the Hay’at Tahrir al-Sham (HTS) group.

Naseeb Abdul Aziz, the manager of the campaign, told VOA his team also is investigating the reasons that pushed Syrian women to marry the foreign fighters — sometimes despite their families’ strong objections. They also work on raising women’s awareness about the perils of such marriages and the consequences for their children.

“Many of these foreign fighters either fled or were killed without knowing their real identities, leaving these women and children to deal with their families, societies and fate,” said Aziz.

“These children remain without any civil rights. They will be deprived from their rights of having an identity, going to school and finding a job,” he said, adding that will be just one dimension of the difficult challenges facing Syria in the future. 

In addition, Aziz pointed to dealing with undocumented marriages and unregistered children, along with the deradicalization of women and children brainwashed by extremist ideology.

Pressure on camps

Officials in the Kurdish-controlled northeast region say an immediate solution for the detained IS relatives is necessary, particularly for the children who are facing diseases caused by poor living  conditions.

Recent figures by the United Nations show that since December 2018, 211 children have died at the al-Hol camp or en route to it because of malnutrition or illness.

Samar Hussein, the co-chair of the Social Affairs and Labor Office of the Kurdish self-proclaimed administration in northeastern Syria, said many children and their mothers at the camp are sleeping in the open air without enough food or water. He pledged to seek international assistance to address the humanitarian needs of the refugees and their ultimate evacuation.

“We are in the process of discussing their fate with the Committee of Foreign Affairs in the self-autonomous region and also with the international coalition,” Hussein told VOA. 

Both the U.N. and the U.S. government have repeatedly asked that other governments take responsibility for repatriating IS foreign fighters — estimated to be 1,000 jihadists from more than 40 countries, along with their relatives.

Many countries remain reluctant to take them back, however, citing the difficulty of prosecuting the suspected fighters because of the hurdles involved in gathering battlefield evidence.

Cash flow from operations and asset sales was $8.4 billion, including proceeds associated with asset sales of $107 million.

During the quarter, the company distributed $3.5 billion in dividends to shareholders. Capital and exploration expenditures were $6.9 billion, up 42 percent from the prior year, reflecting key investments in the U.S. Permian Basin.

Oil-equivalent production was 4 million barrels per day, up 2 percent from the first quarter of 2018. Excluding entitlement effects and divestments, oil-equivalent production was up 3 percent from the first quarter of 2018.

Upstream liquids production grew by 5 percent compared with the first quarter of 2018, driven by Permian unconventional growth of nearly 140 percent.

“Solid operating performance in the first quarter helped mitigate the impact of challenging Downstream and Chemical margin environments. In addition, we continued to benefit from our integrated business model,” said Darren W. Woods, chairman and chief executive officer.

“We are making strong progress on our growth plans and expect to deliver sustained value for our shareholders. The change in Canadian crude differentials, as well as heavy scheduled maintenance, similar to the fourth quarter of 2018, affected our quarterly results.”

ExxonMobil and partner Qatar Petroleum made a final investment decision to proceed with development of the Golden Pass LNG export project located in Sabine Pass, Texas. The facility is expected to start up in 2024. The project will have capacity to produce approximately 16 million tons of liquefied natural gas per year and provide an increased, reliable, long-term supply of liquefied natural gas to global gas markets.

Additionally, ExxonMobil reached a final investment decision and started construction on a new unit at its Beaumont, Texas refinery that will increase crude refining capacity by more than 65 percent, or 250,000 barrels per day. The third crude unit within the facility’s existing footprint will expand light crude oil refining and be supported by increased crude oil production in the Permian Basin.

ExxonMobil and partner Qatar Petroleum made a final investment decision to proceed with development of the Golden Pass LNG export project located in Sabine Pass, Texas. The facility is expected to start up in 2024. The project will have capacity to produce approximately 16 million tons of liquefied natural gas per year and provide an increased, reliable, long-term supply of liquefied natural gas to global gas markets.

Additionally, ExxonMobil reached a final investment decision and started construction on a new unit at its Beaumont, Texas refinery that will increase crude refining capacity by more than 65 percent, or 250,000 barrels per day. The third crude unit within the facility’s existing footprint will expand light crude oil refining and be supported by increased crude oil production in the Permian Basin.

During the 2014 Consumer Electronics Show, firearms-manufacturer TrackingPoint announced an AR-15 version of its computer-controlled precision rifles. The company claims that the new weapon can hit moving targets “out to five football fields away.” And anyone can use it.

Described by the company as a “precision-guided firearm,” the 500-Series rifle could revolutionize how armies all over the world prepare for war. The technology promises a world where expert riflemen can be trained with very little effort—blurring the distinction between infantry and sharpshooters.

Tank technology

TrackingPoint rifles include what are known as a ballistic computers. Used for decades on tanks, a ballistic computer takes into account a number of factors—wind speed, barrel and ambient temperature, range to target and ballistic performance of the cannon round—and computes what it would take to hit a target.

The computer then compensates for those factors and makes corrections when the shot is fired. It makes tank guns extraordinarily accurate and is the reason why an M-1 Abrams has a 90-percent hit rate on a moving target 2,000 yards away.

The size and complexity of the ballistic computer, as well as the sensors it needs—weather sensors, thermometers and laser rangefinders—are why these computers have, until now, stayed on tanks. However, miniaturization has finally made both processors and sensors small enough to mount on individual rifles.

The TrackingPoint ballistic computer runs off Linux and is about the size of a pint glass. It has the same set of built-in sensors as a tank. The shooter acquires the target in the built-in heads-up display and places a red ‘X’ over it. This locks the rifle on the target. The shooter pulls the trigger, but the rifle doesn’t fire—yet.

The computer takes into account known bullet performance, sensor data and even barrel wear. It crunches this data, determines when the rifle is on target and then fires.

Democratic strategic Alexis Grenell said South Bend Mayor Pete Buttigieg’s growing popularity, which has surpassed that of Sens. Elizabeth Warren (D., Mass.) and Kamala Harris (D., Calif.) among 2020 candidates, is a sign of “sexism” within the Democratic Party.

“I think sexism is alive and well in 2020,” Grenell said during a Friday appearance on CNN’s Newsroom. “When we see smart, specific, incredibly qualified women articulating a vision, somehow that is less sexy than a mayor from a town that is barely 100,000 people, who won re-election with 8,500 votes and who thinks that policy is minutia. That is a huge problem and it’s ingrained in this larger systematic of smart women as somehow being less cool.”

Grenell said she was disappointed in particular with Democrats for not liking Warren more than Buttigieg.

“I think that is so sad and disappointing, especially because Elizabeth Warren is a stand-out,” Grenell said. “She would be a stand-out in any room, and her career has been exceptional.”

In addition, Grenell criticized the recent media fascination with Buttigieg’s favorite books, which include many classics of mid-20th century fiction. The media should focus instead on Warren’s career as an author and college professor, Grenell said.

“Mayor Pete is 37 and bright, and could, I think, probably be one of her a students in her classes,” Grenell said. “She’s the teacher and written 11 books while we’re obsessing over Pete Buttigieg loving Ulysses. This is absurd.”

In March, Grenell attacked Democratic frontrunner Sen. Bernie Sanders (I., Vt.), as well as fellow candidates Beto O’Rourke, and former Vice President Joe Biden, calling for these three white men to drop out of the race.

“There’s sort of an implicit bias here that a woman can’t beat Trump,” she said on Newsroom.

“It’s unspoken, it’s unsaid,” Grenell continued, “but already they’ve raised millions of dollars more than the female candidates in the race who have this uphill battle, period, regardless of whether there are men in the race, to be taken seriously.”
