The Global Security News: 1. World from Michael_Novakhov (24 sites): World – TIME: The Director of Human Rights Watch in Israel Is Being Deported

(JERUSALEM) — An Israeli court on Tuesday upheld a deportation order against Human Rights Watch’s local director and gave him two weeks to leave the country.

The Jerusalem District Court rejected an appeal by Omar Shakir to remain in the country, saying that his activities against Israel’s West Bank settlements amount to a boycott of the country.

Israel enacted a law in 2017 barring entry to any foreigner who “knowingly issues a public call for boycotting Israel.” Tuesday’s ruling was the first time the law was applied to someone already residing in the country.

Shakir, a U.S. citizen, has worked as the New York-based group’s Israel and Palestine director since October 2016.

Israel’s interior minister ordered Shakir’s deportation in May 2018, calling him a “boycott activist.”

The court said that Shakir “continues his actions publicly to advance a boycott against Israel, but it’s not on the stages at conferences or in university panels, rather through disseminating his calls to advance boycott primarily through his Twitter account and by other means.”

It cited Shakir’s support on Twitter for AirBnb’s decision to remove postings from Israeli settlements in the West Bank as an example. AirBnb later backtracked on that decision.

Human Rights Watch said neither the organization nor Shakir promotes Israel boycotts, but has called for companies to cease operations in West Bank settlements because they “inherently benefit from and contribute to serious violations of international humanitarian law.”

Israel captured the West Bank, along with east Jerusalem and the Gaza Strip, in the 1967 Mideast war. Palestinians seek these territories for a future state. Most of the international community considers Israeli settlements in the West Bank illegal.

The court upheld the law applying to boycotts of “areas under (Israel’s) control,” namely the West Bank, not just of Israel proper.

Human Rights Watch said the court’s ruling “threatens the ability of all Human Rights Watch staff members to access both Israel and the West Bank.”

“The decision sends the chilling message that those who criticize the involvement of businesses in serious abuses in Israeli settlements risk being barred from Israel and the Israeli-occupied West Bank,” said Tom Porteous, deputy program director at Human Rights Watch.

The court gave Shakir until May 1 to leave the country. The group said it would appeal the decision and seek an injunction blocking the deportation while legal proceedings continue.

Israeli Strategic Affairs Minister Gilad Erdan, whose ministry leads anti-boycott efforts, praised the ruling. “Boycott activists need to understand that what was will no longer be,” he said.

Since November, Lawfare Contributor Michelle Melton has run a series on our website about Climate Change and National Security, examining the implication of the threat as well as U.S. and international responses to climate change. Melton is a student a Harvard Law school. Prior to that she was an associate fellow in the Energy and National Security Program at the Center for Strategic and International Studies, where she focused on climate policy.

She and Benjamin Wittes sat down last week to discuss the series. They talked about why we should think about climate change as a national security threat, the challenges of viewing climate change through this paradigm, the long-standing relationship between climate change and the U.S. national security apparatus, and how climate change may affect global migration.

The Global Security News: 1. Russia from Michael_Novakhov (114 sites): Window on Eurasia — New Series: Putin’s Preparation for War Against West has Attracted Attention: His Preparation for War Against His Own People Far Less, Davydov Says

Paul Goble
Staunton, April 16 – Vladimir Putin is preparing for “war on two fronts, with ‘Western partners’ and with his own people,” Ivan Davydov says today in the New Times. But if the first has attracted enormous attention, the second has garnered far less, at least in part because the Kremlin and its media outlets talk far less about it.
While some warn against interpreting capacity as an indication of intention and others say that Chekhov’s dictum that the presence of a gun in act one means it will be used by act three, the Russian commentator says “the real arms race” against Putin’s domestic opponents is almost as disturbing as his efforts against foreign enemies (newtimes.ru/articles/detail/179550).
War against a foreign opponent is always a useful propagandistic tool, Davydov says. It has the effect of eclipsing and silencing all complains about problems at home in the name of fighting the enemy. But talking about making war against the government’s own population is something else. That raises questions about who makes up the powers that be.
So less is said and less attention is paid, but “the arsenal of military machines used for dispersing demonstrations is constantly being expanded,” he continues.  There are all kinds of weaponry whose numbers are being increased – he lists some of them – and additional kinds which no one has ever imagined including facial recognition devices and the like.
The New Times commentator provides an extensive description of the inventor of Putin’s Russian Guard, but he stresses that “this is not a complete list.” The Kremlin plans to acquire ever more weapons to fight its own people even as it buys others to fight foreigners.  Both represent “real arms races” and “open preparation for war.”
            Only the targets are different.
